Public Entrepreneurship in Private Land Markets: Contracting Dilemmas around Selling Amsterdam’s Major Prison

Most planning theories are based on the assumption that there is a homogenous public interest. However, agencies driven by multiple and conflicting interests in practice. This article conceptualises empirically investigates these an “extreme case” of active land policy: Dutch state selling Amsterdam’s Bijlmer prison. Three types dilemmas or arose prison case examined: prioritising price social value, organizing private transaction tender, choosing flexibility certainty.
